Amazing Guang’an: Hometown of Deng Xiaoping
地阔为广，和谐即安。广土安辑，是为广安。
Guang’an literally means a vast, peaceful and harmonious land.
广安，中国社会主义改革开放和现代化建设总设计师邓小平同志的家乡。位于四川省东部，1993年7月设立地区，1998年7月撤地设市，辖广安区、前锋区、华蓥市、岳池县、武胜县、邻水县，幅员面积6339平方公里，常住人口为325万人。
Guang’an is the hometown of Deng Xiaoping, the Chief Architect of China’s reform and opening up policy. Located in the eastern part of Sichuan province, Guang’an was set up as a prefecture in July 1993. In July 1998, it was designated as a city, which consists of Guang’an District, Qianfeng District, Huaying City, Yuechi County, Wusheng County, and Linshui County. It covers a total area of 6,339 km2, with a resident population of 3.25 million.
这里人杰地灵。广安历史悠久，自北宋开宝二年（969年）取“广土安辑”之意设广安军，广安之名沿袭至今。悠久的历史文化孕育了一代又一代仁人志士，汉有庞雄，官至御史；宋有安丙，爵至国公；明有王德完，位至户部尚书；近代有四川保路运动领袖蒲殿俊、黄花岗七十二烈士之一秦炳、数学泰斗何鲁等。世纪伟人邓小平是广安历史上最杰出的代表。
The birthplace of many outstanding people. Guang’an has a long history. It was set up as Guang’an military prefecture in 969 during the Northern Song dynasty. This name has been in use since then. Its long history has nurtured generations of people with lofty ideals. They included: Pang Xiong in Han dynasty who was an imperial censor; An Bing in Song dynasty who was an imperial duke; Wang Dewan in Ming dynasty who was minister of Revenue; Pu Dianjun, a leader of Sichuan Railway Protection Movement; Qin Bing, one of the 72 Martyrs in Huanghuagang Uprising; and He Lu, a famous mathematician in modern China. Deng Xiaoping, the late leader of the CPC, is the most prominent representative in the history of Guang’an.
这里风光秀美。境内嘉陵江、渠江曲折回环汇入长江，华蓥山、铜锣山、明月山平行分布于市境东部。现有国家5A级景区1个、4A级景区7个，是四川红色旅游的龙头和全国红色旅游的重要目的地，被纳入全国12个“重点红色旅游区”和30条红色旅游精品线路，邓小平同志故居、邓小平故居陈列馆和华蓥山游击队遗址被列为全国重点打造的100个“红色旅游经典景区”，是全国文明城市、国家卫生城市、国家森林城市、国家园林城市、中国优秀旅游城市。
Beautiful scenery. Jialing and Qujiang rivers wind through Guang’an and flow into the Yangtze River. Huaying, Tongluo and Mingyue mountains are distributed in parallel in the eastern part of the city. Guang’an is home to one national 5-A scenic spot and seven 4-A scenic spots, known as a leading place of “red tourism” in Sichuan and an important destination of national ‘red tourism’. It is included in the 12 "key red tourism areas" and 30 excellent ‘ red tourism’ lines. The Former Residence of Deng Xiaoping, the Exhibition Hall of Deng Xiaoping's Former Residence and the Site of Huaying Mountain Guerrilla are listed as China’s national 100 "red tourism classic scenic spots". Guang’an is recognized as a national civilized city, national health city, national forest city, national garden city and China’s excellent tourism city.
这里区位优越。广安位于四川省最东面，紧邻重庆，居“成渝西昆”钻石经济圈中心，是“一带一路”建设和长江经济带发展的重要节点城市。周边1小时车程内，重庆江北和南充高坪两座机场连通世界。经渠江广安港，千吨级船舶可直通上海。在广安，素有“大车跑重庆、小车跑成都”的说法，广安50%工业项目为重庆配套，每年60%游客来自重庆，75%农产品销往重庆，已成为重庆制造业配套基地、农产品供应基地、旅游休闲目的地。
Superior location. Lying in the easternmost part of Sichuan Province, Guang’an sits next to Chongqing, at the center of the "Chengdu-Chongqing-Xi’an-Kunming" Economic Circle. Therefore, it is an important node city for the development of " Belt and Road" initiative and the Yangtze River Economic Belt. Guang’an is connected with the world via two airports, Chongqing Jiangbei and Nanchong Gaoping airports, both of which are within an hour's drive of the city. Through Guang'an port along Qujiang River, ships with a throughput capacity of thousand tons can go straight to Shanghai. 50% of industrial projects in Guang'an are providing support for Chongqing, 60% of tourists come from Chongqing every year, 75% of agricultural products are sold to Chongqing. Therefore, Guang’an has become a supporting base for manufacturing industry, agricultural products supply base, and tourism & leisure destination in Chongqing.
这里交通便捷。广安机场选址获中国民航局批复，西渝高铁广安段即将开工建设，广安经南充至成都的高铁列入《成渝地区双城经济圈综合交通运输发展规划》。与重庆毗邻区县共建成渝地区双城经济圈交通一体化融合发展先行示范区，巴广渝和遂广高速、广安绕城高速东环线及渝广高速支线前锋至小沔段等建成通车，全市公路通车总里程达到1.47万公里、比“十二五”末增加3600公里。
Convenient transportation. The proposed site for Guang'an airport has been approved by the Civil Aviation Administration of China, construction for Guang’an section of Xi’an-Chongqing High-speed Railway is about to start, and the Guang'an- Chengdu (via Nanchong) High-speed Railway has been included in the "Plan of Comprehensive Transport Development for the Economic Circle of Chengdu-Chongqing Region". Guang’an has jointly built the pilot demonstration area on the integrated transport development in the Economic Circle with its neighboring districts and counties in Chongqing. So far, the expressways of Bazhong-Guang’an-Chongqing, Suining-Guang’an, eastern ring road of Guang’an City Ring Expressway and the section of Qianfeng-Xiaomian for the branch of Chongqing-Guang’an Expressway, etc. have been open to traffic. The city's total road mileage reached 14,700 km, up 3,600 km compared with the end of "12th Five-Year" period (2011-2015).
这里产业兴旺。广安坚持“以工强市、以农富民、以商兴业”，初步构建起“341”现代工业产业、“363”现代农业产业、“352”现代服务业体系。以装备制造、电子信息、能源化工产业为支柱的现代工业总产值突破1480亿元，累计培育规上工业企业207户，建成省级以上园区7个，5个园区纳入全省“5+1”重点特色园区，玄武岩纤维产业发展走在全国前列。广安龙安柚创建为中国特色农产品优势区，广安蜜梨、邻水脐橙被认定为四川省特色农产品优势区，建成省五星级现代农业园区1个、四星级1个、三星级2个，农民人均可支配收入总量连续10年居川东北首位。
Thriving industries. With a strategy of "strengthening the city with industry, making the people rich with agriculture, and developing the city with business", Guang’an has initially put in place a "3-4-1" modern industrial sector, a "3-6-3" modern agricultural sector, and a "3-5-2" modern service industrial system. The output value of its modern industry, with equipment manufacturing, electronic information, energy and chemical industry as the pillar, has exceeded 148 billion yuan. A total of 207 industrial enterprises above designated size have been cultivated; seven industrial parks at or above the provincial level have been built; five industrial parks have been included in Sichuan Province's "5+1" key feature industrial parks; and the development of basalt fiber industry has taken the lead in China. Guang'an Longan pomelo production area was created as the special area of Chinese special agricultural products, and Guang'an honey pear and Linshui navel orange were recognized as the area of special agricultural products in Sichuan. One provincial five-star, one four-star and two three-star modern agricultural parks have been built in Guang’an. The per-capita disposable income of farmers in Guang’an ranks first in northeast Sichuan for 10 consecutive years.
这里平台集聚。川渝高竹新区是四川、重庆两省市率先启动建设的跨省域新区，成功入选2021年全国城市新区潜力50强，正着力打造经济区与行政区适度分离改革试验区、产城景融合发展示范区、重庆中心城区新型卫星城。广安经济技术开发区，是川东北首个国家级经开区，广安新桥化工园区被认定为四川省首批化工园区，全球最大双甘膦生产基地签约落户。与首批4个经济特区建立战略合作关系，广安（深圳）产业园成为川粤合作重大平台。“创新研发在成都，转化生产在广安”，成都·广安“双飞地”生物医药产业园成为四川干支互动先行实践。与浙江湖州共建南浔·广安东西部协作产业园……全域对外开放格局初步形成。
A cluster of platforms. Sichuan-Chongqing Gaozhu New Area is the first trans-provincial new area launched by Sichuan and Chongqing, which was listed as one of the top 50 potential new urban areas in China in 2021. The New Area is striving to build a pilot area of reform for the moderate separation of economic zones and administrative areas, a demonstration area for the integrated development of industries, urban areas and landscapes, and a new satellite city in the center of Chongqing. Guang'an Economic and Technological Development Zone is recognized as the first national-level economic and technological zone in northeast Sichuan; Guang'an Xinqiao Chemical Industrial Park is designated as one of the first batch of chemical industrial parks in Sichuan Province, where the contract for building the world's largest N-PMIDA production base was signed to settle down. Guang’an has established strategic partnership with the first four special economic zones, and Guang'an (Shenzhen) Industrial Park has become a major platform for cooperation between Sichuan and Guangdong. "Innovation and research are done in Chengdu, while the commercialization and production take place in Guang'an": Chengdu - Guang'an Biomedical Industrial Park has become the first pilot area for the cooperation between major cities and other cities. In addition, Guang’an is working with Huzhou City, Zhejiang Province to jointly build Nanxun - Guang'an East-West Collaboration Industrial Park... Therefore, the opening pattern across Guang’an has been initially established.
迈步新征程，开创新局面。按照广安市第六次党代会确立的奋斗目标，广安坚定实施同城融圈、优镇兴乡、品质主导、产业支撑“四大战略”，全面融入重庆都市圈，加快建成川渝合作示范区，为全面建设社会主义现代化广安奠定坚实基础。
Breaking new ground. To achieve the goals defined at the Sixth Party Congress of Guang'an City, Guang'an is resolutely implementing the "Four Strategies": city-to-city integration, invigorating the towns and townships, being quality first, and developing various industries. It is being fully integrated into the Chongqing metropolitan area, and accelerating the development of the Sichuan-Chongqing Cooperation Demonstration Area, thus paving the way for the comprehensive growth of modernized and socialist Guang'an.
同城融圈。广安坚定实施“同城融圈”战略，着力在纳入重大规划、与重庆中心城区同城化发展、共建“轨道上的都市圈”、协同成渝构建现代产业体系、推进公共服务同城同标取得突破，建成重庆都市圈北部副中心。
City-to-city integration.Guang'an is actively implementing the strategy of the "city-to-city integration”, aiming to build the northern sub-center of Chongqing metropolitan area by trying to make breakthroughs in some key fields. These fields include: inclusion of major plans, growing together with the central urban areas of Chongqing, jointly building a "metropolitan area on the tracks", working with Chengdu and Chongqing to build a modern industrial system, and promoting public services.
优镇兴乡。广安坚定实施“优镇兴乡”战略，以产业为基、提能为要，以片区为形、集聚为态，以安居为根、乐业为本，实现城乡深度融合、县域经济高质量发展。
Invigorating the towns and townships. Guang’an is actively implementing the strategy of “invigorating towns and townships” to promote the deep integration of urban and rural areas and high-quality economic development of the counties.
品质主导。广安坚定实施“品质主导”战略，推动发展由规模速度型向速度质量并重型转变，建设经济高能级、开放高水平、城市高格调、生态高颜值、生活高品质的“品质广安”。坚持亮山亮水亮文化，建设人与自然和谐共生、展现灵秀山水之美和多彩人文之韵的美丽城市。
Quality first. Guang 'an is actively implementing the "quality-first" strategy to promote the transformation of development focusing on scale and speed to the one focusing on both speed and quality, and to build a "quality-oriented Guang’an" with advanced economic development, high openness, high ecological value and high life quality. It aims to build a this beautiful city where people and nature coexist harmoniously, with beautiful landscapes and diverse cultural charms.
产业支撑。广安坚定实施“产业支撑”战略，优先做强工业，基本建成成渝地区世界级先进制造业集群配套基地；坚定做活文旅，做响做亮邓小平故里和华蓥山两大旅游品牌，将华蓥山建成川渝地区生态康养旅游名山；持续做优农业，建设成渝地区农产品生产供应基地、休闲农业观光旅游基地。
Developing various industries. By actively implementing the strategy of “developing various industries”, Guang’an is giving priority to industrial development so as to build a supporting base for world-class advanced manufacturing clusters in Chengdu-Chongqing region. It is working hard to develop cultural tourism. Using the two tourism brands- Deng Xiaoping's Hometown and Huaying Mountain, Guang’an plans to build Huaying Mountain into a famous eco-health tourism mountain in Sichuan and Chongqing. In terms of agricultural development, it will build a production and supply base for agricultural products and a sightseeing base for leisure-based agriculture in Chengdu-Chongqing region.
